Since 1/9 of the class do not have cell phones, then we divide 1 divided by 9 to find the decimal. The answer is 0.1 with the 1 forever repeating. Therefore, to turn a decimal into a percent, then we need to multiply by 10. Therefore, the percent is 11.1...% (with the one repeating. this is expressed with a bar notation on top of the last 1 that I have on there). I hope this helps! :D
